You're seeing this because you're using an automated package-install
tool that incorrectly fetches out-of-date download
URLs. Unfortunately, this file must exist to prevent your package
installer from timing out on those URLs.

We would really love to not have to host this file anymore, though, so
if you've got a few moments, please consider filing a bug with the
maintainers of the package installer you're using.
